8.5. #5 BURLEIGH AND ANSTRUTHER "Upper Apsley School“ The first recorded school meeting of trustees of Union School Section #1 Anstruther was June 27, 1866. It was called for the purpose of letting the finishing of school house by tender. Several bids were received and the contract given to villiam Defries for $88.00. Ratepayers, as they are known now, were then known as Freeâ€" holders and Householders. School affairs were governed by the Upper Canada Common School Act. A levy of 1/2 cord of wood was assessed each child attending school and to be delivered by the 12th day of February. Evidently there were some delivery problems because it is recorded in the minutes of February 15th, 1867 that the secretary John Young shall collect the sum of $1.00 per cord from each ratepayer neglecting to bring in the amount of fuel due by them. The old school of 1866 was a typical log school built on Lot 38, Concession 3, Anstruther Township. January 19, 1878 â€" Tenders were received for the position of secretary at $5.00 per year. The next meeting showed that he could not post bond so the former secretary was reâ€"hired. December 27, 1882 â€" Auditor's report showed no money paid out or received during the year, therefore, the school must have been closed. December 23, 1883 â€" School opened for six months in Apsley and six months in this school. April 26, 1887 - Two applications received: one for $200.00
